Why do you think this issue has not been solved yet?

I think litter has not been solved because responsibility is divided. Individuals drop rubbish, but the council controls bins and cleaning. Some people say more fines are needed, while others say there should be better facilities. The truth is probably both. It is difficult because changing behaviour is harder than putting up a sign.

What could local people do to help?

Local people could organise occasional clean-up days, but that should not replace proper council services. Schools could also teach younger children why litter matters. I think the most realistic action is combining better bins with community pride. If people feel a place belongs to them, they are less likely to damage it.

Do you think young people can influence local decisions?

Yes, but they need to be organised. One young person complaining may be ignored, but a group collecting photos, examples and suggestions can be taken more seriously. For litter, students could show where bins are missing and ask for specific changes. Adults often listen more when young people bring evidence, not only emotion.

If you were responsible for this issue, what would you do first?

I would first find out where the worst litter is and why it happens there. If a place has no bin, the solution is different from a place where people ignore the bin. After that, I would add clearer bins and organise a campaign. Starting with evidence would stop us guessing.
